For Tier 2 Charms, three different levels exist for each Runic Charm quest.
At level 1 the X amount will be low and 4 Runes level 1 will need to be inserted in the Charm.
At level 2 the X amount will be higher and 3 charms level 1 will be necessary to complete the Charm.
At level 3 the X amount will be great and only 2 charms level 1 will be needed to complete the Charm.
For Tier 3 Charms, it appears that only 1 quest level exists.
At level 1 the X amount will be great and 3-4 charms level 2 will need to be inserted in the Charm.
